A pesquisa é realizada pelo Centro Regional de Estudos para o Desenvolvimento da Sociedade da Informação (Cetic.br) do Núcleo de Informação e Coordenação do Ponto BR (NIC.br).

Pela primeira vez, o levantamento investigou as habilidades digitais dos usuários de internet, independentemente do dispositivo utilizado para acesso à rede. Até então, a pesquisa só avaliava as habilidades de quem usava o computador.
